Description of the issue:
Brave browser on MacOS suddenly lost all passwords. All other devices in the sync chain still have them. All devices (including this one) continue to sync bookmarks properly.
How can this issue be reproduced?
1.Go to password manager.
2. It’s empty.
3.
Expected result:
Should have over 400 passwords (as my other devices do)
Brave Version( check About Brave):
Version 1.63.162 Chromium: 122.0.6261.69 (Official Build) (x86_64)
MacOS 14.1.2 (Sonoma)

Information in brave://sync-internals looks OK, except for “passwords” which has the message “Error: DataTypeManagerImpl@components/sync/service/data_type_manager_impl.cc:133, datatype error was encountered: Preexisting controller error on Sync startup”
