Opening new tab in a single tab group

Description of the issue:

Having a single web page open, the only way to open a new tab within that group is to find a link on the page, long-press and select “Open in new tab in group”. Therefore, opening a new page on a group depends on the web page content.

How can this issue be reproduced?

  1. Begin with a Brave instance with no tabs.
  2. Open new tab.
  3. Navigate to a web page that does not have hyperlinks.

Expected result:

Unable to open new tab in the group.
