App shortcuts don't open in new window but existing instance

Description of the issue:

When you create an app shortcut with Brave, the app opens as a new tab on an open instance (complete with address bar and everything), as opposed to Chrome which displays it in a separate window with a different (mostly full-screen) UI.
I assume this used to work before, not sure if it’s called Kiosk mode or something.

How can this issue be reproduced?

  1. Go to a website
  2. Click hamburger → More Tools → Create shortcut
  3. Make sure “Open in new window” is checked (it doesn’t make a difference for me)
  4. Double click the shortcut from your desktop or start menu.

Expected result:

App to open in a new window.
Not only that, but it should use a similar mode to this screenshot from Chrome.
