What exactly is the use-case you’re experiencing here that isn’t met by the options offered?
There is still no option on IOS app or desktop browser to completely turn off all suggestions in the search bar, both history related and bookmark related suggestions.

Have you tried to disable these options? (Settings → Appearance)
Or this from Settings → Advanced?
