How to disable captive portal detection?

**Description of the issue:
Is it possible to disable the captive portal detection? It seems to be causing more problems than it’s solving. When attempting to connect to an internal HTTPS site (ie - VMWare VCenter), it thinks I’m going to have to login to a portal page and shows the page about that. When I click “Connect”, our Barracuda web filter is blocking the connection to “” because the Barracuda’s Content Filtering engine classifies it as a “no content” site. I’m also getting the same connection block when going to http-only pages (printer admin pages), only I don’t get the “Connect to network” page first.
I first noticed this issue on Friday, May 26.
We do not have a captive portal here for our wifi, and most of the time I’m actually connected with ethernet, not wifi.

How can this issue be reproduced?
