How is Sync supposed to work - followed instructions and zilch

Description of the issue:
Have set up Sync on two MacBooks. Set to Sync everything. Both are on same wifi network. Have restarted Brave on both machines. Can see both machines in Sync in Brave on both machines. Nothing has synced. Is this supposed to happen automatically behind the scenes? When? Needs a “sync now” button to force it to sync … now!

Type of devices currently running on the Sync chain in question:
MacBook Pro and MacBook Air
Additional Information:
Running OS X 10.11 on both machines.

ETA nearly an hour later and I can see tabs from other machine in this machine, in History. Is Sync tabs supposed to actually sync tabs (i.e. open them on both browsers on each machine) or just keep a record in History? Whichever is the correct answer the article on how to sync could do with being a LOT more specific.
