Description of the issue:
With a sync chain established (initiated on Mac) that includes Windows PC (Windows 11) and Mac macOS 12.0, Tabs do not sync between Windows and Mac. (Bookmarks sync OK).
Steps to Reproduce (add as many as necessary): 1. 2. 3.
Create a sync chain on Mac.
Join Windows device to the chain.
Once sync is established, create a new bookmark on Mac in a bookmark folder with the same name on both devices
Wait for the bookmark to be synced to PC (check in same bookmark folder on PC at bottom of list)
Once bookmark appears on PC to show sync is working, open a new tab on PC and navigate somewhere
Switch back to mac - check tab list for new tab
Tab does not show up on Mac
