I see the withdraw button on my desktop, which is great, but I wanna move my mobile balance over as well cause it currently comes out to about 20 bucks! Is there any way to do that? I noticed that the sync feature has disappeared as well, so that I can’t sync anything about Brave Browser between my laptop and my phone!

At present, you cannot link your phone to your Uphold wallet. They say the feature is forthcoming but no timescale is given.
Tipping to your creators account is the only option but against the rules I believe.
