Horrible video stutter on youtube / twitch etc

So for months I’ve been having issues when I am playing a video / stream on one monitor and do ANYTHING in the second monitor the video stutters or just dies. I can be gaming or just on facebook, it does not matter what I’m doing on the second window, the video will die a horrible laggy death. This only happens in Brave and other Chrome based browsers, firefox the issue is not present. I have a decent rig (RTX 3080, R9 7900x, 32GB DDR5 RAM, Gigabit internet)

I found disabling hardware acceleration fixes it, but that’s not a great solution. If I go to brave://flags/ and go to Choose “ANGLE graphics backend” and changed it from Default to OpenGL the issue goes away too… So I’m just confused as to whats going on. What is default , if anyone knows? I’m just confused and want to know if my fix is only a bandaid or if its good long term.

How can this issue be reproduced?

1.Play a video in one tab
2. do anything in another tab

Expected result:
Vide to play back smoothly
Brave Version( check About Brave):
Version 1.47.186 Chromium:190.0.5414.119 (Offical Build)(64-bit)

Disabling Hardware acceleration will put more load on the CPU, may cause other issues here.

I have got the same exact issue - lagging Video on YouTube and Twitch (even more so) - and found a few posts regarding this on here. There is no solution for this from what I could find.

I use the lastest brave with a 3950x CPU and RTX A4000 GPU - this is ridiculous …

Videos and streams run perfectly fine in Edge.
