"Hold cmd+Q to quit" Not working quite correctly?

With the “warn before quitting” option checked, I expect to have to hold cmd+Q to quit. However, if I hit cmd+Q, then hit it again in succession before the overlay disappears, the browser quits.

The behavior I expect is to have to hold it for the browser to quit, not accidentally double tap cmd+Q and have it quit.

I’ve done this double tapping cmd+q accidentally when cmd+tab’ing or cmd+tilde’ing. Problem is then all my private windows are gone.
