Hardware Acceleration Enabled causes GPU to spike at 100%

Description of the issue:
“Use hardware acceleration when available” setting causes GPU to spike to 100%, then hang for 10 seconds.

How can this issue be reproduced?

  1. Turn on "Use hardware acceleration when available
  2. Watch anything on YouTube
  3. Keep an eye on the the performance tab on Windows Task Manager. (specifically the 3D Section)

Expected result:
Not spiking to 100% and crashing PC.

Brave Version( check About Brave):
Version 1.22.71 Chromium: 89.0.4389.114 (Official Build) (64-bit)

Additional Information:
My PC
CPU: Intel Core i7 8700 @ 3.20GHz
GPU: NVIDIA GeForce GTX 1060 6GB
RAM: 16GB Corsair Vengeance DDR4 3000MHz (2 x 8GB) Dual Channel Mode
