Brave flickering while hardware acceleration is turned on

Description of the issue: The browser quickly flickers randomly on any website

How can this issue be reproduced?

  1. Launch Brave with Hardware Acceleration turned on

Expected result: No flickering is observed during use while Hardware Acceleration is turned on

Brave Version( check About Brave): Version 1.20.108 Chromium: 88.0.4324.182 (Official Build) (64-bit)

Additional Information:
Turning off Hardware Acceleration stops the flickering but causes dropped frames in 60fps and high quality (4k and above) YouTube videos and on 60fps Twitch streams.

GPU: RTX 3080
Driver version: 461.40

CPU: i9-9900KF

I’ve also been having this issue for the last few months. Turning off hardware acceleration is the only workaround, but makes me swap to another browser for primary browsing as a result.

GPU: RTX 2070 Super
Driver version: 27.21.14.6192 (but has been ongoing through multiple clean driver installs)
CPU: i9-9900K 3.60GHz
OS: Win10 Pro 20H2 19042.870 (20H2 has been OS version since long before the issue started)

Only happens with Brave, not other Chromium stuff.
