Description of the issue:
brave stuttering youtube playback, and just lagging in general when “hardware acceleration” is on. looking at GPU usage, its nonexistent when HA on. HA off, yt and windows seem to work just fine, but i see upwards of 30-40% CPU usage at times, still no gpu.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
fresh install of brave, HA on, youtube takes minutes to load video, and then when it does, stutters badly. HA off, restart browser, windows load very quickly and videos play just fine.
Actual Result (gifs and screenshots are welcome!):
HA off.
windows open (all 30 plus windows and hundred plus tabs), cpu 3-4%, gpu .5%. playing 1 yt video 1080p60 res, cpu: 5-8% CPU, GPU .5%.
HA ON, CPU still has crazy high usage 20-30+ but no GPU usage
Expected result:
HA is supposed to use GPU to help and morever, should be a quick seemless video playback.
Reproduces how often:
this has happened over the past month or so, so whenever the 2nd to or 3rd to last update was.

Version 1.52.126 Chromium: 114.0.5735.133 (Official Build) (64-bit)

rtx 4080 with most up to date driver: 536.23
128GB ddr3600, amd 5950x. so this should be nothing but a gentle breeze, but its not.
