Results on Desktop and Android are completely different.

Hard page refresh in Brave desktop.
I do not know how to do a hard page refresh in Brave on Android. Closing Brave on Android, starting it again., returning to page produces same result as before shutting down the browser.

I found a way to get a page refresh, but this is not a full resolution. Workaround:
On android, went into settings, under Privacy and Security, tapped “clear browsing data”.
On the next page, checked “cookies and site data” and “Cached images and files”.
Then tapped the button to “Clear data” in the bottom right.
When I went back to the page, and reloaded it, everything is ok.
Reasons why this is not a full resolution:
The installation of Brave on Android and desktop are in a sync chain. Both devices are set to “Sync everything” under sync data preferences. The desktop installation has been working correctly for months, with settings to clear browsing data. The settings have not taken effect on Android.

If you want to clear data for just one specific site as described (on Android), you can (on the site) tap the “lock” icon in the address bar, then Site settings --> Clear & reset.

Marking this as a solution. Ideal solution would include settings for clearing all site data when closing Brave, as there is on the desktop. Not a big deal, because this solution is pretty great, convenient, fast.
Also, there is a mystery. Now that I cleared the site data, I am finding that changes to the site no longer require the hard refresh to take effect in Brave on Android. So now, all the site data is updating on every page load without the need for a hard refresh. That was not the case earlier. The site data that would not go away is gone now, but I wonder what causes the difference between what is happening now and what was happening earlier.
Have you ever confirmed or seen a confirmed case of corrupt data interfering with browser cache clearing? I would like to see an example of corrupt data that causes this.

On mac, Cmd + Shift + R is correct. If you open developer tools (Main menu --> More tools --> Dev tools OR Cmd + Shift + i) and right-click on the refresh button, you can see the options in the context menu – that way you know you’re doing the right thing.
I’m not entirely sure I understand your question – typically the data gets corrupted/stuck and clearing the browsers cache fixes that issue. But you are asking for examples where corrupted data breaks the cache clearing option?
