Cannot verify GitHub Site (Hugo static website) with Brave Creators

Briefly describe your issue:

Trying to verify my website https://robot-one.github.io/ with Brave Creators Rewards. I’ve generated the token file, uploaded it to my site (see here - the file is located at /.well-known/brave-rewards-verification.txt but isn’t detected, and browsing to direct path gives a 404)

What Operating System and Brave version are you using (Menu --> About Brave)? Windows 10 v1709, Brave 1.38.115

Is your browser wallet currently verified? (yes/no)
Yes, but it’s flagged for some inexplicable reason (please unflag it?)

What date did you verify your wallet?
I don’t remember, 19 October 2021 or thereabouts.

Have you been able to successfully receive payments in the past?
Yes

Are you using a VPN? (yes/no)
Yes, occasionally, arbitrary countries in Eastern Europe/Russia.

Are you in a supported region (see here for list of supported regions)?
My region: United Kingdom

Does your device pass the SafteyNet check (Android only)?
No, not applicable (Windows)

Have you manually turned off Auto-contribute on all of your devices linked to Uphold??
Not applicable - all auto-contribute is manually OFF, but I do not use Uphold, only Gemini.

Hello, thanks for getting back to me! It should be noted that the problem is, as far as I understand, not related to GitHub; my GitHub account is connected separately and verified (and unaffected by the policy changes linked). This is an issue verifying a static website as a website (incidentally hosted by Github Pages), not as a GitHub account, though after examining the issue further, I’m starting to think it might be a problem with the static site generator…? I’m using Hugo, and (theoretically) the token should be a static file available at the necessary path, but it doesn’t appear and is not detected.

Do the policy changes also affect GitHub Pages?
