Description of the issue:

Global settings such as: “Block trackers and ads”, “Block device recognition” can randomly reset to default settings. Additionally, whenever the “Clear Browsing History” feature is used, these settings are always globally reset.

The “Block cookies” option is bugged, after selecting “Block cross-site cookies” the “Allow all cookies” option is automatically selected. After restarting the browser, the value “Block cross-site cookies” is shown, but in the shield settings per site you can see the “Allow all cookies” option checked.
How can this issue be reproduced?
- “3-dot menu”>“Settings”>“Brave Shields and privacy”>“Block cookies”
- Select “Block cross-site cookies”
Expected result:
The “Block cross-site cookies” option should be selected without restarting the browser and be respected on all sites where the setting has not been modified.
