Brave unresponsive to mouse inputs after dragging and dropping

Description of the issue:
After dragging and dropping too much, Brave becomes unresponsive to mouse inputs.
How can this issue be reproduced?

First, view the additional info section. After setting all that up:

  1. Open a website with drag and drop support
  2. Drag something into it (a picture)
  3. Watch as your mouse cursor freezes up

Expected result:

Brave Version( check About Brave):
Version 1.64.122 Chromium: 123.0.6312.122 (Official Build) (64-bit)
Additional Information:
Running on wayland by setting preferred ozone platform to wayland in brave://flags/.
Running with brave-browser --enable-features=TouchpadOverscrollHistoryNavigation
Scaling is at 125%.
Using KDE Plasma 5.27 Wayland session.

the same happens on arch linux with kde plasma 6 wayland session
also happens on flatpak version, and when dragging text too, not only image
