Brave does not open when clicking on shortcut, still runs in background

Description of the issue:
When I close out of an instance of Brave, the browser appears to still be running in the background. When I click on the desktop shortcut to Brave, the browser does not open. The only way I can get Brave to open is to go into Task Manager and close the instance of Brave that appears to be running in the background. I am aware that there is a “Continue running background apps when Brave is closed” setting, but it is disabled and this is still occurring. It is very inconvenient to have to open Task Manager and close out of Brave “completely” just to open it again.

How can this issue be reproduced?

Expected result:
For Brave to close out completely and not run in the background when I have this setting disabled.

Brave Version( check About Brave):
Version 1.56.11 Chromium: 115.0.5790.102 (Official Build) (64-bit)

Additional Information:
I am currently on Windows 10.

For whatever reason, clearing my cache, cookies and browsing data appears to have fixed this. Issue is resolved.
