"Keep running apps in the background" toggle not working

Description of the issue:
I have turned on the toggle of “keep apps running in the background when Brave is closed,” but the toggle doesn’t work. The browser closes fully, and I have to re-enter my password for my password manager and other extensions every time I close my tabs.

Expected result: Brave should appear in the system tray and extensions keep running.

Brave Version: 1.22.71

Setting “Continue running background apps when Brave is closed” is not working. I restarted the computer with not result. Brave will now close completely every time I close all Windows, and never shows an icon in the taskbar, regardless of whether the toggle is on or not. I have tried turning it off, restarting, and turning it back on and it did not help. Brave Version : 1.18.75 / 87.0.4280.101 official version (64-bit)

Description of the issue: The Settings toggle “Continue running background apps when Brave is closed” is not working for me. I uninstalled, restarted the computer, reinstalled, and restarted and while it was working before, Brave will now close completely every time I close all Windows, and never shows an icon in the taskbar, regardless of whether the toggle is on or not. I have tried turning it off, restarting, and turning it back on and it did not help. Brave Version: 1.14.84
