Brave Doesn't Always Close Completely when Quitting

I’m having an odd intermittent issue on Windows 10 x64 Pro. For several months I’ve had an issue with Brave not closing properly. I’ll select exit from the Brave menu, but Brave will continue to run in the background. I cannot restart the program until I kill the process’ running in the background first.

This is an intermittent issue, or at least appears to be. I haven’t found any specific steps to recreate it.

Expected result: Brave should close and cease all background processes when closed. I shouldn’t have to terminate Braves processes to open it.

Brave Version( check About Brave): Version 1.10.97 Chromium: 83.0.4103.116 (Official Build) (64-bit)

Can you disable “Run app in the background” which can be found in Brave’s Settings?

I had already turned that off quite some time ago.
