Description of the issue:
Brave does not respect my system settings in regards to colors, highlighting of windows, scrolling, etc.
I have windows themed to “blue” - brave is grey top bar, does not highlight when I select an active window.
I have scroll inactive windows set to off - Brave will scroll it’s inactive window.

Set Brave “Brave Colors” to “Same as windows”
in Windows 10 Mouse settings - “Scroll inactive windows when I hover over them” is off.

Expected result:
Window colors themed to match Windows. Scrolling on background/inactive windows not occurring, even if another Brave window is open and in use.
