Brave Browser Does NOT request location of where File Download is to Go

I have the correct toggle on to have Brave ask where to download each file each time a download is attempted but it only downloads into one specific folder automatically. There is a problem with the browser. I’ve restarted the machine with no change. What’s the fix?

brave://settings/clearBrowserData

Take screenshots for all three tabs:

Basic / Advanced / On exit

. . . and include those here, too.

In a New Window, go to

Brave Browser > Settings > Get started > On startup . . . “Continue where you left off”

. . . and include, here, the status of that – a screenshot will do, if not revealing personal info about you.
