Description of the issue:
Brave does not ask me for download location, even though set as such

How can this issue be reproduced?

1. Click FTP link
2. Brave downloads the file immediately to the specified directory, without asking for the desired location first, even though Settings > “Ask where to save each file before downloading” is enabled.
3. This is a bit of a nuisance when I am trying to download a number of files with different name layouts to another location.

Expected result:
Dialog box appears to ask for desired download location

Brave Version( check About Brave):
Version 1.37.116 Chromium: 100.0.4896.127 (Official Build) (64-bit)

It was set to open PDFs in Brave.

Should I change it to download PDFs?

That won’t help for other file types. For example, I just just checked by downloading a “.DOCX” file attachment to a webmail email. The file was downloaded immediately without asking.
