Description of the issue:
Brave Beta opens new window ignoring pinned tab(s) when clicking an URL from Telegram Desktop.

Steps to Reproduce:

  1. Make sure Brave is closed and has previously pinned tab(s);
  2. Click on an URL sent from Telegram Desktop.

Expected result:
The URL is launched on a new Brave window without any of the pinned tabs
Then if you proceed to close this window, the next time you open Brave it has none of your pinned tab(s).

Brave Version:
Version 0.61.43 Chromium: 73.0.3683.39 (Official Build) beta (64-bit)

Additional information:
If Brave is already open when opening the URL, it opens on a new tab as expected.
