Opened and pinned tabs lost if PWA is opened while main window closed

Description:
Any opened and pinned tabs in the main window are lost next time the browser is launched if a PWA is left open while the main window is closed

Steps to reproduce:

  1. Open Brave, open tabs and pin one or more of them
  2. Open a PWA which was installed via Brave (e.g. in Gnome, via Activities then search for PWA name).
  3. With the PWA open, close the main browser window with the pinned tabs.
  4. Close the PWA.
  5. Relaunch Brave

Actual Result (gifs and screenshots are welcome!):
Browser opens with only a single default tab

Expected result:
Browser should open with pinned tabs and other tabs if the browser settings are set to restore the previous session

Reproduces how often:
Every time

Ubuntu 19.04, Gnome, Brave version 0.68.132 Chromium: 76.0.3809.132 (Official Build) (64-bit)
