Bookmarks flashing briefly

Description of the issue:
Bookmarks menu flashes when opening new tab / opening Private window.

Steps to Reproduce (add as many as necessary): 1. 2. 3.
Open Brave, make sure you have bookmarks added and in settings have “Show bookmarks” off in the Appearance options. Open a new tab or a new Private Window. The Bookmarks menu flashes before disappearing.

Actual Result (gifs and screenshots are welcome!):
You can see the bookmarks for a few milliseconds.

Expected result:
Bookmarks shouldn’t show at all.

Reproduces how often:
All the time (But I believe it depends on the amount of bookmarks, if you have a couple it wont do it, but if you have more it will)

Operating System and Brave Version(See the About Brave page in the main menu):
Windows 11
Brave Version 1.46.144 Chromium: 108.0.5359.128 (Official Build) (64-bit)

Hello @A2020, thank you for bringing this to our attention. Can you try disabling Hardware Acceleration in settings to see if this resolves the issue?

You’ll find this in Settings --> Additional Settings --> System --> Hardware Acceleration

Also, going to brave://flags > Search 'Vulkan' > Disable Vulkan > Retest

Tried disabling hardware acceleration, still happens.
Then I disabled Vulkan and it also still happens.
Finally tried hardware acceleration on, and Vulkan disabled, and it also does the same.
