Cannot hide bookmarks in private window

Description of the issue:

Bookmarks show on private window when they have been hidden.
How can this issue be reproduced?

1. hide bookmarks
2. open private window

Expected result:

bookmarks will be visible

Brave Version( check About Brave):

Version 1.32.113 Chromium: 96.0.4664.45 (Official Build) (64-bit)

why in the name of F would the “show bookmarks” button not override the “always show bookmarks on new tab page” button?

And why would it not be directly beneath the “show bookmarks” button.
