If I have multiple windows open under a given profile and I choose to close them from the Windows task bar, I am prompted multiple times, whether I want to close all tabs.
If you are closing individual windows it assumes you intended to close that window. Closed windows, as you’re seeing, are not part of the ‘session’ that is saved when you exit the browser (or profile).
However, if you use the profile menu to close all windows of a profile, e.g.:
or, if you use ≡ -> Exit; or, if the browser crashes, then it should save all the windows of the profile that were open at that time, and likewise restore them when you re-open the browser (or profile).
I have several profiles, for several different aspects of my life and all of them currently have multiple tabs, grouped into windows, by topic/project/etc. Sometimes I need to do something real quick, using a specific profile, but I don’t like all those other windows hanging around all day. Up until now, the only way I’ve been able to solve that problem, was to restart Windows.
I really wish that Brave would add a “X Close # windows” to the context menu that pops up when you right-click the task bar icon. That way I wouldn’t have to open a whole window, just to close them all out…

I’ll have to check that out, but I suspect that if it only keeps track of the URLs, it might not match up to Brave’s capabilities.
I’d have to verify to be sure, but it seems to me that Brave saves more than just the URL. I’ve rebooted and re-opened tabs, that had un-submitted, partially written comments, that were restored into the form.
Unless that just happened to be a feature of the site I was using (one of the StackExchange sites)
