Description of the issue: Ads are showing up on the latest version of Brave on all sites including YouTube.

Did the issue present with default Shields settings? (yes/no) Yes

Does the site function as expected when Shields are turned off? Yes

Does the ad appear when using a Private window as well? (yes/no) Yes

What OS are you using when you see the ad? Windows 11

Can you confirm that the Brave Ad Block Updater component is fully up to date? You can check by going to brave://components and ensure that you’re using the latest version of the component?
