When you access the download URL for a video, it either initiates the file download or opens a video player directly in the browser. However, the issue arises with the latter scenario. After the video player launches, if you add that video to a playlist and save offline data in the playlist, the video becomes unplayable.
How can this issue be reproduced?

Access the video download URL and launch the video player in the browser.

Add the video from the video player to a playlist and save it for offline caching.

When offline caching process is complete, play the video from the playlist.
Expected result:
When you encounter the message ‘An issue occurred while loading resources!’ and are unable to play the video, clearing the offline cache will make it playable again.
