Youtube dropping frames in fullscreen mode when AMD Freesync enabled


Description of the issue:

With AMD freesync enabled youtube videos drop frames in full screen mode. Other Chromium based browsers such as Microsoft EDGE and Chrome do not have this problem.
Steps to reproduce

  1. Enable AMD freesync when connected to a freesync compatible monitor
  2. Open a video from youtube.com
  3. Right click on video and select “Stats for Nerds”
  4. Enter full screen mode on the video.
  5. Observe number of dropped frames, number continues to increase during playback

To stop dropping frames disable AMD freesync, and repeat steps 2-5 above, frames stop dropping.

Hardware acceleration is enabled in brave settings and works well when freesync is disabled through the AMD driver control panel.
