Description of the issue:
Brave shows wrong time

How can this issue be reproduced?
1.Open new tab
2.Check time

Actual Result

Expected result:
Same as windows clock

Brave Version( check About Brave):
Versão 1.19.86 Chromium: 88.0.4324.96 (Versão oficial) 32 bits

Additional Information:
Tried changing timezones, changing windows clock, resetting
