When mouse fully on the right, scrolling with mouse doesnt work (nightly and beta)

**Description of the issue: When mouse is on the right (behind scroll bar), the scroll doesnt work.
**How can this issue be reproduced? :

  1. Move cursor to the right (behind scroll bar)
  2. Try to scroll with mouse wheel

**Expected result: Scrolling

Brave Version: Version 1.69.124 Chromium: 127.0.6533.73 (Official Build) beta (64-bit)

**Additional Information: This is fixed in official release where the scroll bar is slightly to the right probably, which results in scrolling correctly, however nightly and beta builds it isnt. **
