Judging by Google searches, this webtorrent function does not work for the vast majority of users. Regardless of country, language, VPN and other factors. On many forums, these discussions boil down to the fact that webtorrent is simply a non-working function in Brave and developers have not been paying attention to it for a long time. I tried it now. The function is enabled, VPN is not used (although this should not affect). However, after adding a torrent, nothing happens, the tab is open and not a single byte has been downloaded. https://www.linuxmint.com/torrents/lmde-6-cinnamon-64bit.iso.torrent Downloading•0.0%•0 B•0 peers although this distribution now has at least 1000 seeds and is downloaded via qbittorrent in 2-3 minutes

Can you please provide more information about what OS you’re using, any other extensions installed and other details that might help us narrow down the issue?
