Description of the issue:
When viewing videos posted via Vimeo player (in any websites found so far), in both Brave for Linux (Ubuntu 14.04LTS) and in Apple iOS (iPad Pro, os ver 14.x), the video landing image will be displayed, the player and controls are visible. On first click of “Play”, the player reacts as if loading the video, but then reverts to the initial screen. Subsequent clicks of “Play” produce no reactions. The video will not play.
On some occasions, a page refresh may allow the video to play, although other videos on the page (with multiple videos) will not. Does not appear to be affected by “Brave Shields”, at least, turning on and off does not change responses.

Open a page containing a Vimeo-feed video.
Click “Play”
The video will usually not play.

The video should play. In all cases tested, the same page plays correctly in Firefox or Google Chrome on the same OS (Ubuntu 14.04), or Safari (iOS 14.4)
Reproduces how often:
Except for the one occasional refresh anomaly mentioned above, if the video does not play (the usual case), no amount of clicking or waiting will play the video. In most cases, even a refresh will not cause the video to play.

iOS 14.4 (iPad Pro 11", 2020), Brave Version 1.23 (21.2.12.22) exhibits the same problem, but never has been observed to play, even with refresh.
