No message, the little circle turns, but nothing happens.
Same thing happens to me. I cannot upload anything in Brave. I don’t get an error message or anything…it’s just that nothing happens. I am on macOS Mojave.
I don’t seem to be having any issues on my end.
Tested using macOS on release channel build (v0.58.18).
Can I see what your Shields settings are set to for Ebay?

You need to make sure that you aren’t blocking scripts on Ebay. Many sites require scripts to be run in order to provide functionality. Change your script control setting to Allow All and your issue should resolve;

Go to Ebay, open your Shields panel by clicking the lion icon on the right-hand side of the address bar. Take a screenshot of what you see, like this:
