Unstable rendering, flashes of rerendering - proximately triggered by zoom level

Description of the issue: On at least 3 different domains, I’ve had rerendering issues, seemly switching back and forth between wide and narrow DOM rendering layouts.
How can this issue be reproduced?
Not sure. Reporting this the 3rd time I’ve encountered it. If nothing else, thinking in public, and making notes for others with the same issue, or questions about it.
