Description of the issue:
Middle-clicking anywhere other than on a link causes unwanted and uncontrollable scrolling, with any slight mouse movement.
How can this issue be reproduced?
- Open any web page that has a significant amount of vertical space.
- Scroll to somewhere in the middle of the page.
- Move mouse cursor to an area that is NOT on a link.
- Click middle button.
- Move mouse slightly, up or down.
Expected result:
Nothing, if you didn’t click on a link.

Additional Information:
I think I understand that this is intentional, but why? I cannot imagine any circumstances under which I would ever want a browser, or any other program to behave in such a manner. Please give me a way to disable this once and for all.
