Uncontrollable scrolling…

Description of the issue:
Middle-clicking anywhere other than on a link causes unwanted and uncontrollable scrolling, with any slight mouse movement.

How can this issue be reproduced?

  1. Open any web page that has a significant amount of vertical space.
  2. Scroll to somewhere in the middle of the page.
  3. Move mouse cursor to an area that is NOT on a link.
  4. Click middle button.
  5. Move mouse slightly, up or down.

Expected result:
Nothing, if you didn’t click on a link.

Brave Version( check About Brave):
Version 1.32.106 Chromium: 96.0.4664.45 (Official Build) (64-bit)

Additional Information:
I think I understand that this is intentional, but why? I cannot imagine any circumstances under which I would ever want a browser, or any other program to behave in such a manner. Please give me a way to disable this once and for all.
