Top window border missing on latest windows release

Description of the issue: The top border is missing, making resizing the window inconvenient
How can this issue be reproduced?

  1. Download latest Brave release on Windows 10
  2. Change Windows border colors to be visible against your chosen background
  3. Attempt to resize window using top border of the window - note it is not possible

Expected result: Top border should be the same color as side and bottom borders, top border should allow resizing of the window

Brave Version( check About Brave): 124.0.6367.60

IMO this is not a minor issue. I was seeking a new browser but this makes resizing windows very inconvenient.
