Top sites bar not responding to changes

Description of the issue:
Reloading a new tab after making changes to top sites bar, makes the top site bar look as if nothing happened to it.
How can this issue be reproduced?

  1. Open a new tab
  2. Remove a site from top sites, (and/or) pin an unpinned top site
  3. Reload the tab

Expected result:
The top sites bar configuration should not reset to older after reloading the tab.

Version 1.12.114 Chromium: 84.0.4147.135 (Official Build) (64-bit)
