"This site can't be reached" before successfully loading on almost every website, including Brave

Description of the issue: Screenshots at bottom. Every time I open Brave, I experience a situation where search queries and more than half of websites visited will display a connection error for about 5 seconds, before reloading and working flawlessly. This happens regardless of VPN use. This happens on almost every website I visit for the first time in a browsing session after history/cookies are cleared. As an example, it does not happen to https://weather.gov/. I have my settings set to clear cookies and history each time I close the browser.

I have the same issue but I do use a VPN. The websites work after one or two refreshes. I use Brave version 1.56.14 and my history and cookies are cleared upon close. The same sites work in other browsers without issues and with another VPN in Brave those websites do work oddly enough.
