There is no "Enable Tab Groups" option

Description of the issue: I followed the instructions in Brave Help Center for enabling tab groups but there is no “Enable Tab Groups” option in the Appearance Settings

Brave Version( check About Brave): Brave 1.47.175, Chromium 109.0.5414.87

Mobile Device details: Samsung Galaxy Tab A8
