The click behavior of the scrollbar

The scrollbar does not jump to the location of the mouse click. This is the common behavior for majority of applications.

It’s especially hard using code editors in-browser, such as ace.js. When you have a 1500 line index.html file open, it’s brutal when the scrollbar click behaves the same way as the arrow button.

Description of the issue: On Mac OS, I use the system option, “Click in the scroll bar to: Jump to the spot that’s clicked.” Brave’s behavior when this is enabled is erroneous and different than the standard behavior.
