Tabs are constantly crashing

Description of the issue:

Any tabs opened in Brave is randomly and constantly crashing. This includes every pages such as newly opened links, search in search bar, or brave settings.

**Steps to Reproduce (add as many as necessary): **

Way 1: Open Brave with setting “On startup, continue where you left off”
Way 2

1. Right-click any hyperlinks
2. Click “open link in new tab”(or “in new window”)
   Way 3: Input something for search, or link to access(e.g. “brave://settings” ; “asdf”) on search bar
   Way 4: reload tabs that are crashed

Actual Result (gifs and screenshots are welcome!):

Way 1: some of the tabs are randomly crashed. (usually 4-5 tabs)
Way 2: tab newly opened is not loaded and shows a message “crashed”
Way 3: shows crash message on tab
Way 4: same as Way 3

Expected result:

Tabs are opened and loaded properly

Reproduces how often:

Almost every time by reproducing

Operating System and Brave Version:

Windows 10 64-bit, Version 1.34.81 Chromium: 97.0.4692.99 (Official Build) (64-bit)

It happens after removing every extensions, disabling hardware accleration, syncs, etc. Disabling hardware acceleration makes this problem solved for a while, but it occurs after a few days. Additionally, when it occurs every extensions are unable to install with error “image decode failed”. (it might be a clue for finding its reason)
