Description of the issue: Brave doesn’t seem to handle the tel: protocol for links. I get a prompt to enable sync on an Android phone, but my Android phone already has sync enabled.
Steps to Reproduce (add as many as necessary):
- Have Brave installed on a PC and mobile in the same sync chain.
- On the PC, click on a link that uses the tel: protocol, or copy-paste the link into a browser.

Get a prompt to enable sync on an Android phone.
Expected result:
Get a prompt to call with the Android phone I already have sync enabled on, as Chrome does:

Additional Information:
If Brave can’t support this, can it at least direct to something like Hangouts where I can make calls on the PC, instead of a broken feature?
