Re-installation didn’t work. I downloaded the latest Chromium and is also couldn’t download the dictionary, so I checked my hosts file. There was just some ad blocking stuff in there, but apparently something there broke the dictionary download. After clearing the hosts file the dictionary downloaded and spell check is working.
