Some Brave ads don't show up

Description of the issue: All Brave ads don’t show like others which pops up
How can this issue be reproduced?

  1. Check with https://www.bennish.net/web-notifications.html
  2. All notifications showing and popups
  3. Windows notification action center has all notifications

Expected result: To show all Ads popups

Brave Version( check About Brave): Version 1.22.71 Chromium: 89.0.4389.114 (Official Build) (64-bit)

Additional Information: same ads shown as viewed but never popped up.
