Description of the issue: Brave ads don’t show up
How can this issue be reproduced?

  1. Enable Brave Rewards
  2. Set ads to 5 per hour
  3. Wait

Expected result: Ads should show up like notifications

Brave Version: Version 1.8.86 Chromium: 81.0.4044.129 (Official Build) (64-bit)

Additional Information: It showed up once before as a notification and none have shown up since. As an extra question, does brave need to open for the ads to show?
