Brave has been normally defaulting to shields up (orange icon) forever unless I turn down for specific sites. However, within just the last few days shields are defaulting to down. I have not changed any shields settings.
I can think of no way you could reproduce this.
The expected result/behavior is that shields default to on for new websites.
