Shields always down on all sites?

Description

Every page shows shields are down but Settings → Shields shows all standard configurations set.
Navigation from the Brave Shields icon to Global defaults on any page visited also shows that the shields should be up.

To be clear it doesn’t matter what page I visit, Shields are always down

Version

Version 1.40.80 Chromium: 102.0.5005.78 (Official Build) beta (64-bit)
Linux - Ubuntu 22.04

Hello @SamD

if you do not have any custom shield setting for any site or do not care if they all reset to default then go to brave://settings/clearBrowserData then advanced then select all time then only check site and shield settings
